Measurement

Efficiency and productivity are not the same measurement.

Efficiency is the same task with less resource. Productivity is more from the same resource. Combining them in a single benefits case makes any comparison unreliable, and makes the eventual review harder to defend.

Sovereignty

Sovereignty is a matter of substance, not a label.

A UK-hosted instance of a platform governed elsewhere is not sovereign capability. Ownership, jurisdiction, infrastructure and the people who operate the system all have to sit inside the chain of accountability, or the claim does not hold.
